Russia's decision on Kyoto desperately sad news - Baker6.19.49pm GMT Tue 2nd Dec 2003
Responding to reports that Russia will not ratify the Kyoto Protocol in its present form, Norman Baker MP, Liberal Democrat Shadow Environment Secretary, said: "I am extremely disappointed with Russia's decision. This is desperately sad news. "With President Bush refusal to ratify the Kyoto agreement it is only with Russian support that it could be implemented. This decision is a body blow for the international community's attempts to control climate change. "It is a great pity Tony Blair didn't't spend as much time and energy building international co-operation on Kyoto as he did building a coalition against Iraq."
